Today lawmakers in Russia‘s Duma, the lower House of the Federal Assembly, unanimously passed a bill that makes the “promotion” of homosexuality to anyone under 18 illegal. The legislation literally makes it illegal to tell children gay people exist, and while there are a few more legislative steps that must first happen, the bill is guaranteed to become law. Russia’s President Vladimir Putin supports the bill and will sign it. Even as lawmakers were debating, anti-gay violence broke out in Moscow.

“During the melee, an unidentified Duma official from the Communist Party approached and shook hands with a policeman: ‘So are you guys ramping up the pressure on these faggots? Beat them up well! Cut their balls off!,’” Versha Sharma at Vocativ reports:

The anti-gay crowd also threw bottles and rotten eggs at the activists, who were surrounded by an antagonistic crowd of about 200 people.

More than 20 pro activists were detained, including journalist Masha Gessen, director of Radio Liberty.

The bill will likely be approved by the upper house of Parliament and President Vladimir Putin, the BBC calling it “a virtual formality.” The intentionally vague language of the law means that anyone seen as promoting homosexuality to Russians under 18 would face heavy fines.

This video, which starts off calmly but by the two-minute mark clearly shows anti-LGBT violence, states (via Google Translate):

LGBT activists went to the State Duma, to protest against a bill to ban the promotion of non-traditional sexual relations. In support of the forthcoming law made by Orthodox activists and aggressive-minded young people.

The Voice of Russia, which estimated the protesters numbered 300, adds the “numbers of people mobilized on each side indicates how split Russian society is over these issues.”

A RIA Novosti reporter at the scene witnessed how the demonstration started peacefully, with a police cordon separating anti-bill LGBT activists from those backing the bill.

When some of the gay couples protesting against the bill to restrict “the promotion of same-sex relationships” started kissing, pro-bill activists responded by hurling eggs and bundles of nettles.

Some anti-bill protesters chanted “Moscow is not Baghdad,” while pro-bill demonstrators shouted: “Moscow is not Sodom.”

The riot police failed to contain the surging crowds, and several activists clashed in a fight. The police said that about 30 activists were detained, but did not indicate whether these were pro- or anti-bill protesters.

“In the space of mere hours, the Duma succeeded in adopting two pieces of legislation that testify to the shrinking space for freedom of expression in Russia,” John Dalhuisen, Europe and Central Asia Programme Director at Amnesty International said. “They represent a sorry attempt by the government to bolster its popularity by pandering to the most reactionary elements of Russian society – at the expense of fundamental rights and the expression of individual identities.”

“These laws have no place on the statute books of modern, rights-respecting democracy. The bigger question right now is whether the current government has any interest in Russia becoming one.”

Does NOM have anything to do with this? I suspect there is a trail leading to their door!
